Agency and constraint in environmental policy coherence

Whether pursuing the breadth of UN's Sustainable Development Goals or delivering joined-up approaches within a single environmental domain, policy objectives, design and implementation should cohere vertically horizontally. However, coherence remains challenge to implement. The limited empirical scholarship on tends focus documentation and/or outcomes, with little attention individual agency social processes involved. Furthermore, there is discussion normative dimensions political aspects agency, indicating need for ecology. We conducted an study four UK catchment (watershed) partnerships, using critical interpretive analysis enrich interface between ecology policy. explored who practices how; what motivates those investing their energy into these practices; constraints contradictions arising. found that appetite ability support depends as much partnership structures, which are themselves situated in technocratic regimes implementation. Within regimes, agents presented apolitical enabling, making it challenging research coherence. A lens highlights how power involved voluntary initiatives, potentially shoring up existing privilege inscribed riparian habitats resources. Our contribution therefore responds amplifies critique traditional presentations integrated water resource management devoid politics.
